Another privately owned small size power station of Pakistan who has achieved and maintained its reputation in terms of the most reliable and feasible power station of Pakistan, is 185 MW CCPP Foundation Power Station. Plant is located at north east of Sindh province and owned by Foundation Power Company (Daharki) Limited a subsidiary energy company of Fauji Foundation. I chose this plant as in Featured power station because of its operating and availability records, and also it has won many awards from government organizations.

Subject: NEPRA’s Webinar and Award Ceremony
National Electric Power Regulatory Authority (NEPRA) today in a graceful ceremony honored the winners of the first-ever NEPRA’s Health, Safety and Environment (HSE) Performance Evaluation Awards that took place at the NEPRA Tower, Islamabad in an HSE related webinar on “Electrical Circuits and Apparatus”. The awards were given to the top HSE performers of Power Industry for the year 2020.
2. The webinar and award ceremony was chaired by Chairman NEPRA, Mr. Tauseef H. Farooqi along-with Member NEPRA, Mr. Rehmatullah Baloch. It was attended by thousands of professionals, field staff and contractors from Public and Private Sector’s Generation, Transmission and Distribution companies of Pakistan including Chairman, Pakistan Atomic Energy Commission (PAEC) and Member, Pakistan Nuclear Regulatory Authority (PNRA). The main objective of the Performance Evaluation initiative is to create an HSE baseline for the power sector entities, identify top HSE performers for benchmarking and provide an opportunity for improvement in the safety standards.
3. Chairman NEPRA, Mr. Farooqi in his opening remarks highlighted the significance of NEPRA’s drive of “Power with Safety” and stressed that HSE issues are at the forefront of his priorities and therefore, the power sector companies must strive hard in improving their performance in the areas of Occupational Health, Safety and Environment. He elaborated that NEPRA being the sole regulator will continue to apply and promote the best HSE practices in the industry and will continue to respond to all potential challenges so as to prevent the fatal accidents and any potential risks. He reiterated that NEPRA will never compromise on safety as death of an individual matters a lot and that everyone who reports for duty deserves to go back to their families safe and healthy.
4. NEPRA also recognized the winners for their outstanding performance in the field of HSE for the year 2020 wherein Foundation Power Company (Daharki) Limited was declared as the top performer and awarded Gold medal. Whereas, Pakistan Atomic Energy Commission (PAEC) and UCH Power (Private) Limited stood 2nd and 3rd earning Silver and Bronze medals respectively. Special Recognition awards were also given to Hub Power Company, Fauji Fertilizer Bin Qasim and Sapphire Electric Company Limited. Similarly, sixteen employees from different companies were also recognized by NEPRA on the basis of the best HSE practices in their respective fields.
5. Mr. Farooqi concluded the ceremony by thanking the participants for their presence and also congratulated the winners for their outstanding performance in the HSE field.

Tariff: Foundation Power key source of earnings is the generation tariff from the power purchaser, NTDC. The reference generation tariff comprises a capacity charge component and an energy charge component. Foundation Power’s levelized tariff is US¢ 6.55/kWh.

Contribution of Power Station in National Need:
Pakistan’s energy mix is shifting towards Solar/Gas/and coal from Furnace Oil and other expensive sources. The total installed generation capacity of the country, including CPPA-G and KE Systems as on 30-06-2021 was 39,772 MW, against 38,719 MW on 30-06-2020 showing a net increase of 1,053 MW. The total installed generation capacity of public sector power plants in the country was 20,820 MW while the installed generation capacity of private sector power plants, including KE, was 18,952 MW. During FY 2020-21, the total electricity generation in the country including the power plants connected with NTDC and KE Systems was recorded as 143,090.64 GWh compared to 133,727.20 GWh electric power generation of FY 2019-20 showing increase of 9,363.44 GWh. The FPCDL plant generated a total of 997,281MWH of electricity for FY21, against 769,751 MWH in FY20 depicting a higher demand from power purchaser in the latest year.
The required availability for Foundation Power under the PPA is 88%. During FY21, Foundation Power Daharki’s efficiency and availability has been maintained according to agreed parameters. Meanwhile, the efficiency of the plant was at par with the required benchmark of 48.8%
I am one of the Pioneer Engineers who were in main team during the commissioning phase and then operation and maintenance team of the Foundation Power Station.
